Platform migration in regulated iGaming has historically been associated with operational risk. Moving large volumes of sensitive data across systems while maintaining regulatory compliance, operational continuity, and customer trust is one of the most demanding challenges an engineering organization can face.

In this article, we share insights from Kiril Dragomirov, Director of Platform Engineering at Delasport, on how modern real-time architecture and disciplined engineering practices are transforming how platform migrations are executed in regulated environments.

Making Platform Evolution Seamless

Traditionally, system migrations required downtime, bulk data transfers, and extensive reconciliation processes after cutover. Even when successful, these transitions were often stressful and operationally fragile.

At Delasport, the Platform Team set out to fundamentally change that approach. Their goal was to design a migration framework that allows platforms to evolve while operations continue uninterrupted.

By replacing batch-based transfers with a real-time, event-driven architecture, the team enabled a model in which platform activity continues normally while the underlying infrastructure evolves in parallel. Players remain active, transactions continue to process, and compliance monitoring remains fully operational while the migration progresses behind the scenes.

The result is a migration experience that, from the operator’s perspective, feels almost invisible.

Engineering for Regulated Markets

Operating in regulated jurisdictions such as Ontario, Brazil, and the United Kingdom requires migrations to meet strict technical and compliance requirements. For the Platform Team, this means approaching migration as a compliance-sensitive engineering process rather than simply a data transfer exercise.

The migration framework is designed to ensure that player balances reconcile precisely, AML and KYC records remain intact, responsible gaming controls continue to function without interruption, and transaction histories remain fully auditable throughout the transition.

This approach ensures that platform evolution does not compromise regulatory integrity.

Real-Time Architecture at the Core

At the heart of Delasport’s Migration Engine V2 is Kafka-based event streaming, which captures and synchronizes gameplay activity, financial transactions, and balance updates in real time. This architecture eliminates the need for static database snapshots and allows continuous validation throughout the migration process.

The system combines structured PHP orchestration with parallel Node.js execution, creating a hybrid model that balances stability with high-performance asynchronous processing. This approach enables the platform to scale efficiently while maintaining strict control over complex migration workflows.

Transparency Through Parallel Platform Execution

One of the most significant advances introduced by the Platform Team is the ability to operate both platforms in parallel during migration. Rather than switching systems abruptly, operators can observe both environments running simultaneously and validate data alignment before the final transition.

This allows engineering teams to compare data sets, reconcile balances, and monitor performance indicators in real time, ensuring that the new environment mirrors the existing one before the migration is finalized.

As a result, migration becomes a controlled and transparent process rather than a disruptive operational event.

Migration as a Strategic Capability

For many operators, the perceived risk of migration has historically slowed down platform modernization. Delasport’s approach reframes migration as a strategic capability that enables operators to evolve their technology stack while maintaining operational stability.

By combining real-time architecture, parallel execution, and rigorous engineering discipline, the Platform Team has created a framework that allows operators to modernize infrastructure, scale into new regulated markets, and adopt new capabilities without compromising compliance or continuity.

Engineering Platforms for Continuous Evolution

From the perspective of Kiril Dragomirov and the Delasport Platform Team, migration should no longer be viewed as a one-time operational task. Instead, it must become an inherent capability of modern platforms operating in regulated markets.

Delasport is building a migration-native platform architecture designed to support continuous evolution while maintaining the highest standards of reliability, transparency, and regulatory compliance.

As iGaming experts, we are aware that the Latin American iGaming industry is undergoing a dynamic transformation and opening major opportunities for operators, content providers, and B2B suppliers.

With a population nearing 670 million and a rising digital adoption curve, the region is quickly claiming its spot as one of the most promising growth frontiers in global online gambling.

After becoming one of the first suppliers to get fully certified for Brazil and sign multiple deals in this exciting jurisdiction, Delasport is uniquely equipped to provide insight into LatAm’s potential. What the current situation is in the different countries in the region and what the future holds for each of them – all of this and more is compiled in the dedicated report below.

Current Market Situation in LatAm

Latin America’s iGaming sector is gaining unprecedented traction. The total market is projected to reach US$6 billion by the end of this year, underpinned by a compound annual growth rate (CAGR) of 18.4% between 2022 and 2028, and resulting in nearly US$10 billion by the end of this timeframe.

The LatAm gambling market isn’t growing uniformly - each country presents a distinct profile shaped by local regulations, consumer behavior, and economic context. As of Q1 2025, national licensing systems fully regulate online sports betting and casino games in Brazil, Colombia, Panama, and Peru. Additionally, four Brazilian states — Rio de Janeiro, Paraná, Paraíba, and Maranhão — have established their own local licensing regimes. Brazil stands out as the region’s most significant market by size and potential. According to data by H2 Gambling Capital, it is on track to become one of the largest regulated iGaming markets globally, with an annual turnover of approximately BRL 50 billion (US$10 billion) and more than 100 million real-money game participants.

Mexico also boasts impressive numbers, with annual turnover exceeding US$10 billion and a user base of around 80 million people. The country’s online segment is expected to grow by 70% over the next three years. Licensed land-based operators are permitted to offer online sports betting and casino games. These licensees can also partner with unlimited third parties to launch branded “skins” under their licenses.

Argentina’s iGaming sector is estimated at US$2.5–3.36 billion annually, supported by a relatively high 25.87% adult market penetration and a base of 8 million active players. Online gambling is regulated at the provincial level, with licenses issued in both the Province and City of Buenos Aires. Other provinces allow online gaming through state-run lotteries or existing land-based casino operators.

Colombia, the regulatory pioneer in the region, legalized online gambling in 2016 and now boasts 9.5 million unique online gambling users, with the industry contributing roughly 1.7% of national GDP.

Peru has shown robust growth with a well-defined licensing system introduced in 2024, a total player base of 5 million, and a market value close to US$2.5 billion in 2025.

Nicaragua and Paraguay allow land-based casinos to apply for online gaming licenses. However, in Paraguay, online sports betting remains under a monopoly concession model.

Meanwhile, in Venezuela, although the legal framework is less clear, national racing authorities appear to issue licenses for online betting and casino games to incumbent operators.

Elsewhere in Latin America, national lotteries play a central role in online gambling.

Regulatory Landscape

While Latin America's regulatory environment is still fragmented, there's a clear trend toward modernization and consistency. Countries are adopting more robust legal frameworks that focus on player protection, taxation, and market transparency.

Key Regional Trends

· Expansion of comprehensive licensing systems

· Government crackdowns on unlicensed operators

· Prioritization of consumer protection and responsible gaming

· A steady move toward harmonized online gambling legislation

This shift is vital for building investor confidence and fostering a more competitive and legitimate market.

Regarding sports betting, the biggest shift came from Brazil. Despite facing years of political inertia, real momentum picked up in 2023. Backed by President Lula da Silva, the country passed a landmark piece of legislation on December 30, legalizing both online and retail sports betting. This action positioned Brazil as an increasingly attractive and well-regulated destination for gambling operations.

B2B Supplier Licensing

The supplier licensing environment in Latin America is still developing and is characterized by a lack of uniformity across the region. The regulatory approach here more closely mirrors European models than those found in North America. Some jurisdictions require B2B suppliers-such as game providers, platform operators, and related service vendors-to secure a registration to work with licensed operators, while others do not.

This fragmented approach is noticeable even within individual countries. For example, established markets like Colombia, Panama, and Peru each have distinct requirements for B2B supplier oversight. In Argentina, the Province and City of Buenos Aires also maintain different standards for supplier licensing.

Attention is currently focused on Brazil, where supplier approvals were not part of the initial market rollout. However, Brazil’s official regulatory roadmap for 2025–2026 indicates forthcoming changes. Later this year, the Secretariat for Prizes and Bets (SPA) is expected to introduce new regulations governing the relationship between licensed operators and their third-party suppliers, including platform providers, game studios, and live casino vendors. One of the main goals is to prevent unauthorized content from reaching offshore markets.

Most Popular Casino Games

LatAm users show a strong preference for diverse and engaging gaming formats, driven largely by mobile use and cultural trends.

Top Categories:

1. Slots

2. Table Games

3. Fish Games

4. Crash Games

5. Bingo and Lottery-style Games

Top Sports for Betting

When it comes to sports betting, local preferences reflect both cultural affinity and media influence.

Most Popular Sports:

1. Football (Soccer)

2. Volleyball

3. Mixed Martial Arts (MMA)

4. Brazilian Jiu-Jitsu

5. Basketball

6. Motorsports

Football’s dominance is especially pronounced in Brazil and Argentina, driving much of the sportsbook revenue.

Future Outlook for LatAm’s iGaming Market

Latin America is no longer a sleeping giant - it is wide awake and accelerating toward becoming one of the world’s most vibrant iGaming regions. The combination of favorable demographics, digital infrastructure, and legal reform is creating fertile ground for growth.

To succeed, stakeholders must be ready to:

· Adapt swiftly to legal and tax changes

· Innovate technologically and locally

· Respect cultural and regional differences

· Promote responsible gambling

The next 2–4 years will be pivotal. Operators that act boldly but wisely will find themselves at the forefront of a once-in-a-generation market surge.

Choosing the right B2B partners will be key to success, and companies with proven regional expertise, like Delasport, are well-positioned to support this growth.

The Current Ontario iGaming Market

Ontario’s regulated online gambling market continues to show impressive growth in its third full year of operation. For the latest fiscal year (April 1, 2024, to March 31, 2025), the province reported gross gaming revenue (GGR) of CA$3.20 billion (US$2.32 billion), marking a 32% year-on-year increase. This is the highest annual total since the regulated market opened in April 2022 (Source).

Of this total, CA$2.40 billion (US$1.73 billion) came from online casino gaming, representing a 36% annual increase. Sports betting generated CA$724 million (US$521 million) - a 23% increase.

Total online wagers hit CA$82.7 billion (US$59.5 billion), up 31% from the previous year. Casino games led in wagering volume at CA$69.6 billion (US$50.1 billion), followed by betting at CA$11.4 billion (US$8.2 billion) and poker at CA$1.7 billion (US$1.22 billion).

iGaming Legislation in Ontario

Ontario offers one of the most clearly structured and commercially attractive regulatory environments for B2C iGaming operators globally. Since the market's official launch in 2022, the province has implemented a dual-agency model that balances oversight, commercial viability, and player protection.

The Alcohol and Gaming Commission of Ontario (AGCO) serves as the regulatory authority responsible for licensing and enforcing compliance with technical and operational standards under the Gaming Control Act, 1992. In parallel, iGaming Ontario (iGO) - established to conduct and manage iGaming on behalf of the province - enters into operating agreements with private-sector operators registered with the AGCO.

These private operators offer casino, sports betting, and other interactive gambling products through digital platforms under a centralized, government-managed framework. iGO retains overarching responsibility for ensuring that iGaming in Ontario aligns with provincial laws and public interest objectives, while day-to-day operations, platform management, and customer interactions are carried out by registered operators.

Ontario’s model promotes a competitive yet controlled environment, where operators must adhere to strict rules on advertising, responsible gambling, and player integrity, while still having the commercial freedom to innovate and differentiate. The system is designed to displace the unregulated market, protect consumers, and generate public benefit, ensuring that all gaming activity is accountable, transparent, and aligned with provincial standards.

For B2C iGaming operators, this framework offers a stable, scalable foundation backed by a regulatory structure that is both collaborative and forward-looking.

iGaming Advertising in Ontario

Since launching its regulated iGaming market in 2022, Ontario has quickly earned recognition for its strict, principle-based approach to online gambling advertising. The market is regulated by the Alcohol and Gaming Commission of Ontario (AGCO) and conducted by iGaming Ontario (iGO), operating within one of the most comprehensive and restrictive advertising frameworks in North America.

Affiliate and Marketing Accountability: Exclusivity with Compliance

Ontario has made it clear that operators may not engage affiliates or third-party marketers who also promote unlicensed gambling websites to Ontario players. This measure effectively shuts down gray-market overlaps and ensures marketing exclusivity within the regulated space. Commonly referred to in the industry as “affiliates,” these partners must now undergo tighter scrutiny and must comply with direct-to-consumer marketing rules outlined in their agreements.

Ban on Mass Market Bonuses and Inducements

One of the defining characteristics of Ontario’s regulatory model is its stance on bonuses and inducement of advertising. Operators are prohibited from publicly advertising promotions - including “free bets” and welcome bonuses - via mass media such as television, billboards, or paid search.

Such offers are now restricted to the operator’s own gaming site or may be shared only through direct communication (e.g., email or SMS) with players who have provided explicit opt-in consent. The language must be clear, the terms fully disclosed, and offers can only be described as “free” or “risk-free” if they truly carry no conditions, risk, or financial loss.

Several operators faced early enforcement action and fines for failing to adhere to these promotional standards, which served as a strong signal of AGCO’s resolve to uphold its rules.

Ban on Athletes and Celebrity Endorsements

In a significant move to strengthen responsible marketing, Ontario tightened its advertising standards in mid-2023 by prohibiting the use of athletes, celebrities, influencers, and even cartoon characters or symbols that are likely to appeal to minors in gambling promotions. This measure, which came into full effect in early 2024, was aimed at reducing exposure to gambling messages among youth and vulnerable audiences.

We have closely tracked this change and support its underlying goal: to promote responsible gaming through ethical communication rather than celebrity-driven influence. The ban reinforces the province’s clear stance: gambling is not entertainment to be glamorized, but an activity to be approached responsibly and transparently.

Core Marketing Standards: Truthful, Responsible, and Targeted

Ontario’s framework demands that advertising:

Avoids targeting minors, self-excluded, or high-risk individuals;

Excludes depictions or suggestions that gambling is a solution to financial hardship, a route to personal success, or a source of social recognition;

Does not glamorize or mislead by implying that skill influences random outcomes or that playing longer improves one’s chances of winning;

Includes responsible gambling messaging in every material;

Ensures players can withdraw consent from direct advertising at any time.

An Opportunity for Integrity-Driven Growth

While Ontario’s approach may appear restrictive compared to U.S. jurisdictions, its framework reflects a distinctly Canadian commitment to player protection, market stability, and public trust. For compliance-led organizations like ours, this environment offers an opportunity to stand out as a reliable partner capable of navigating complexity.

As the regulatory landscape continues to evolve, we remain fully engaged. We’re actively tracking AGCO developments, aligning with enforcement trends, and equipping our operator partners with the clarity and tools needed to thrive in Ontario’s maturing iGaming market.

Popular Sports in Ontario

Sports betting accounted for CA$724 million (US$521 million) in revenue and CA$11.4 billion (US$8.2 billion) in total wagers in 2024-25.

As we have mentioned in one of our previous market reviews about Ontario hockey holds a special place as Canada’s national sport, making it a perennial favorite among Ontario bettors. However, given that the majority of Ontarians live within 100 miles of the U.S. border and have widespread access to American broadcast networks, U.S. sports also enjoy significant popularity in the province. Major American events—including NFL games, college football, and NCAA basketball—are regularly aired across Ontario, contributing to strong betting interest in both domestic and cross-border competitions.

In addition to hockey and football, Canadian sportsbooks see steady action on baseball, lacrosse, golf, boxing, and horse racing, reflecting the diverse sporting interests of the local betting community.

Popular Casino Games in Ontario

Casino gaming continues to dominate Ontario’s iGaming revenue, contributing CA$2.40 billion (US$1.73 billion) of the total CA$3.20 billion (US$2.32 billion) in 2024-25.

Ontario’s online casino vertical continues to thrive, driven by strong consumer demand across key product categories. Top-performing segments include:

Online slots

Live dealer games such as blackjack, roulette, and baccarat

Table games, including poker variants and craps

Instant win and virtual games

In the 2024–25 fiscal year, casino wagers reached CA$69.6 billion (US$50.1 billion) - a 34% increase year-over-year. This sharp growth underscores the sustained popularity and diversity of digital casino offerings in Ontario’s regulated iGaming market.

Player Demographics and Behavior

Key statistics:

~1.1 million active player accounts as of March 2025

72% of play occurs via mobile devices

Player age range: 25–44 is the dominant group

Average revenue per account: CA$278 monthly

High engagement in multi-account usage: ~2.3 sites per player

While publicly available reports offer limited demographic detail on Ontario’s online gamblers, third-party research and industry observations indicate that the market primarily attracts younger male adults. Studies of online sports bettors typically show that 70–80% are male, with the majority aged between 19 and 45 - a trend that appears consistent in Ontario. Operators have noted that a significant portion of their user base is under 50, with the most active engagement coming from the 25–44 age group. Sports betting tends to draw a younger, predominantly male audience - largely in their 20s and 30s - while online casino gaming, though still male-dominated, appeals to a broader demographic, including older players.

Legally, all participants in Ontario’s regulated iGaming market must be at least 19 years old and physically located within the province. This is enforced through strict identity verification and geolocation measures upon registration. Within this adult user base, a strong uptake has been observed across age ranges, from college-aged individuals to middle-aged players. Mobile-first platforms have likely contributed to higher engagement among tech-savvy younger adults, while more traditional casino games attract older players familiar with land-based casinos or Ontario’s OLG.ca.

As the market continues to evolve, demographic analysis is expected to deepen. Early trends suggest high participation from the 20–40 age segment and growing interest from women—still a minority in the space but an expanding group, particularly in casual casino games. Player preferences also vary by demographic: younger males often favor sportsbooks and esports, while older users may lean toward online slots and table games.

Looking Ahead

Ontario’s iGaming market is on a clear upward trajectory, bolstered by:

A well-regulated environment

High consumer trust

A diverse portfolio of 84 gaming websites operated by 49 licensed companies

With surging revenues, sustained player engagement, and a maturing regulatory framework, Ontario’s online gambling industry continues to deliver strong, profitable growth — firmly establishing the province as a global benchmark for regulated iGaming.

Backed by our proven track record of high-performing partnerships, we’re emerging as the partner of choice for operators aiming to succeed and scale in this dynamic and lucrative market. This is why anyone interested in growing their regulated operation should reach out for a meeting with us during the upcoming Canadian Gaming Summit in Toronto.

The post Ontario Market Report: A Masterclass in Surpassing Expectations first appeared on Delasport.

Brazil’s iGaming industry has seen several critical updates in terms of both advancements and complications in the market’s regulation since our last Market Report in May 2024.
From June to October 2024, Brazil has continued refining the licensing rules for operators. Following the establishment of the regulatory body earlier this year – the Secretariat of Prizes and Bets (SPA) – the government enforced a deadline in September 2024 for operators to apply for federal betting licenses. The goal was to ensure that all operators wishing to operate during the transition period (October – December 2024) would be in compliance with the legal framework before the market fully opens in January 2025.

In September, the Brazilian government published a Normative Ordinance No 1,475, prohibiting operators already active in the market that had not applied for a betting license from operating. This will be enforced between October 1st and December 31st.

One of the more controversial issues surrounding Brazil’s iGaming regulatory framework has been taxation. Initially, Brazil proposed an 18% tax on GGR for operators, which, after negotiations, was reduced to 12%. However total taxation can increase to over 30% when additional taxes get applied (such as PIS, Gaming Monitoring Fee, COFINS and ISS).

Approved Operators and the Transition Period in Brazil

By October 1st, the SPA issued a list of 89 approved operators, which it later updated, allowing 93 companies and 205 brands to continue functioning legally in the country. This approval process is considered critical for maintaining order in the market and ensuring that only authorized operators engage with the public. [source]

Some companies, however, remain excluded from the list, which has sparked a controversy in the iGaming business.
Players who are using non-approved platforms are given a grace period to withdraw all their funds before those platforms’ potential suspension. [source]

Judicial Rulings on Loterj Licensing in Brazil

In a pivotal ruling, Brazil’s Federal Regional Court decided that brands licensed by the Rio De Janeiro State Lottery (Loterj) would not be allowed to operate outside of Rio De Janeiro.
The ruling aligns with Brazil’s federal push to strengthen its control over the iGaming business in the country. However, Loterj maintains its position that its licensees should be allowed to operate outside the state’s borders, citing their belief in broader operational rights.
This legal debate adds a spark of complexity to the overall regulatory landscape, as it positions state autonomy against federal oversight. [source]

Market Reactions and Future Challenges

Looking back at the past years of uncertainty surrounding the legal framework, Brazil’s iGaming industry has been eager for progress. While the new regulations bring optimism for the market’s future, there are also concerns about certain provisions. The industry is closely monitoring developments related to taxation. As mentioned, initially the taxes were proposed at 18% but later lowered to 12%, and still, this is aside from all other additional taxes that compile to a significant amount. [source]

The regulatory challenges that remain to be tackled include the exclusion of key operators and debates over state versus federal licensing.
With the full legal market set to launch in January 2025, the next few months will be critical as operators finalize their applications and Brazil’s government continues to address gaps in the regulatory process. [source]

The Brazilian Institute of Responsible Gambling (IBJR) has called on the government to reconsider its proposed ban on the use of the Pix payment system for betting transactions, citing the need for better regulatory clarity. [source]

With the legalization of online gambling, under the Remote Gambling Act (Wet Kansspelen op afstand, KOA) which came into force in April 2021 the Dutch market was well underway to capitalize on an already educated and motivated player population. The ever-inflating number of active online gambling participation has set great standards for the coming years with a player base forecasted to grow over 1.5 million by the end of 2024.

Preferences of Dutch Online Gamblers

In the Netherlands, casino games lead, but sports betting gains ground among youth.

Recent data from the Netherlands Gambling Authority (KSA) sheds light on the evolving landscape of online gambling in the country. Casino games continue to dominate the digital betting sphere, commanding a substantial 73% of the gross gaming revenue. This figure underscores the enduring appeal of traditional casino offerings in the digital age.

However, sports betting is carving out a significant niche, accounting for approximately 25% of the market. This sizable portion suggests a robust appetite for sports wagering among Dutch punters, despite the overwhelming popularity of casino games.

Perhaps most intriguing is the emerging trend among younger adults. A recent study, by Loket Kansspelm reveals that six out of ten Dutch young adults anticipate placing sports bets this summer. This statistic points to a growing gambling interest within the younger demographic, potentially signaling a shift in future market dynamics.

The data presents a nuanced picture of the Dutch online gambling scene. While casino games maintain their stronghold, the notable presence of sports betting and its particular appeal to younger adults indicate a market in flux. As the industry continues to evolve, these trends may reshape the betting landscape in the Netherlands, with potential implications for operators, regulators, and society at large.

Mobile gaming has been the preferred variant for the country’s players, in part due to the high engagement of a younger player base and, of course, the ever-developing shift to mobile friendly platforms within almost all major online content.

With a bustling and mid to high-income youthful demographic to service, current and future operators of the industry can capitalize promptly should they meet the high-standard for technology and new-age iGaming inclinations of the market.

Casino in the Dutch Market

As mentioned, Casino games and slots in particular are very popular among Dutch casino fans. They are simple to understand and come in many versions with different themes and features.

Dutch players enjoy classic casino table games like blackjack, roulette, baccarat, and craps. Online casinos offer dozens of variants of these games from various providers to cater to player preferences.

Live dealer games are another popular choice, allowing players to interact with human dealers and each other for a more immersive experience.

Some of the top games in the market include:

Sports Betting in the Dutch Market

Dutch bettors have a strong preference for soccer betting, with the Eredivisie (Dutch top division) and international leagues like the Premier League, La Liga, and Serie A being particularly popular. Soccer dominates the sports betting market in the Netherlands due to the country's deep-rooted football culture and the wide variety of domestic and international matches available. Beyond soccer, Dutch bettors also enjoy wagering on other sports such as Formula One racing, hockey, volleyball, cycling, tennis, golf, and UFC. The Netherlands' thriving sports culture provides bettors with ample options to indulge in their favorite pastimes.

Preferred Payment Methods in the Dutch Market

In the competitive landscape of online gambling, Dutch players are not just looking for compelling games - they're seeking seamless financial transactions. The savvy Dutch gambler comes to the virtual casino floor with well-established preferences for managing their funds, making a diverse array of payment options a critical factor in their choice of platform.

This financial sophistication spans a broad spectrum of methods. On one end, we see the enduring popularity of traditional options: credit and debit cards continue to hold their ground, while wire transfers and prepaid cards remain trusted standbys for many players. These conventional choices offer a sense of familiarity and security that resonates with a significant portion of the Dutch gambling community.

However, the modern Dutch player is equally at home with cutting-edge financial technology. E-wallets have surged in popularity, offering speed and convenience that align perfectly with the fast-paced nature of online gaming. Cryptocurrencies, once a fringe option, are increasingly entering the mainstream, appealing to those who value privacy and decentralization. Mobile payment apps, seamlessly integrated into players' everyday lives, are making their mark in the casino and Sportsbook world as well.

The message to online casinos is clear: versatility is vital. To capture and retain the attention of Dutch players, gaming platforms must offer a rich tapestry of banking options. This isn't just about providing choices - it's about creating an ecosystem where players can move their funds with the same ease and flexibility they enjoy in other aspects of their digital lives.

In essence, for online Sportsbook and casinos eyeing the Dutch market, the ability to accommodate diverse financial preferences isn't just a feature - it's a fundamental requirement. By offering a comprehensive suite of deposit and withdrawal methods, casinos can position themselves as responsive, player-centric platforms in this discerning and evolving market.

Online Gambling Legislation in the Netherlands

Legislation and regulation in the market is enforced by the Netherlands Gambling Authority (Kansspelautoriteit or KSA), which was established to handle the more recent legalization of online gambling by the KOA Act (also known as The Remote Gambling Act), predating it little less than a decade with its founding in early 2012.

As with any well-regulated and booming market within the industry, operators looking to receive licensing are subject to scrutinous and consistent standards of product to be eligible.

These conditions are set to meet an operator base that is well-suited to providing a transparent service to the Dutch player, with uncompromising criteria in player protection, fraud, money laundering prevention, and responsible gaming as a foundation.

Notably, licensed operators are subject to a 29% tax on their gross revenue and must contribute in part to the Gambling Addiction Prevention Fund.

Advertising Rules for Gambling in the Netherlands

Advertising within the Netherlands, as with most EU nations when it comes to age-restricted content, has rather unmalleable guidelines.

The KSA (Kansspelautoriteit) helps ensure that content produced by iGaming brands meets the familiar standards of service transparency, target audience viability, and inclusion of gambling addiction risk disclosure. Parallel to these standard practices in gambling advertisement, it also imposes an acute rule set for advertisements in regard to runtime, show times, and even the use of celebrity or role model figures within the content.

The online gambling ad space in the Dutch market is now recognized as a leader in responsible gaming and consumer protection within the EU and even beyond.

The Future of Gambling in the Netherlands

The Netherlands has emerged as a tantalizing prospect in the European online gambling landscape. With its substantial population, widespread internet access, and a growing enthusiasm for digital wagering, the country presents a golden opportunity for licensed operators. This burgeoning market has not gone unnoticed, with the regulatory authority already granting 25 licenses, signaling a robust and competitive ecosystem.

A newly regulated, high-value, and expressly player-protection-centric market like the one thriving in the Netherlands is an exciting step into the future of iGaming.

With an ever-growing player population, trending platform advancements in personalization, customization, contemporary betting mechanics, and engaging original content, the Netherlands provides ground for any brand to thrive once they grasp the significance of this new-era market.

However, this digital gold rush is not without its complexities. Operators venturing into the Dutch market must navigate a labyrinth of stringent compliance requirements. Consumer protection stands at the forefront of regulatory concerns, with authorities implementing rigorous measures to safeguard players. Anti-money laundering (AML) protocols demand meticulous attention, while advertising regulations require a delicate balance between promotion and responsibility.

The Dutch online gambling sector continues to exhibit strong growth potential. However, the road ahead may not be without its bumps. Industry analysts anticipate a possible near-term slowdown as the market adjusts to evolving regulations and competitive pressures.

For operators eyeing success in this lucrative yet complex arena, adaptability will be key. The ability to pivot strategies in response to regulatory changes, while maintaining strict compliance, will separate the winners from the also-rans. As the Dutch online gambling landscape continues to evolve, those who can successfully balance opportunity with responsibility stand to reap significant rewards in this dynamic market.

And again – a key factor is the fact they can indulge in their hobby from the comfort of their homes.

The national lottery stands out as the most favored game, with roughly 80% of the populace purchasing at least one ticket per week. Sports betting enjoys considerable popularity as well, especially in horse racing, rugby, and football, which attract the highest number of bets with local athletes such as Benni McCarthy, Aaron Mokoena, Steven Pienaar, Siya Kolisi, Bryan Habana, and Cameron Norrie.

A Look at Online Casino

Provincial-licensed online sportsbooks can provide betting on live-dealer casino games, alongside traditional sports events. This is facilitated by certain provincial authorities' understanding of the definition of bookmaking outlined in the National Gambling Act. Bookmaking, as defined, encompasses the acceptance of fixed odds or open bets on various outcomes: “an event or occurrence of which the outcome is uncertain or unknown to any person until it happens” (Section 1(1), National Gambling Act).

Gambling regulation has a long history in South Africa, beginning in 1996. While it has undergone a lot of discussions and amendments, many of the normative acts are to this day ambiguous and up for interpretation.

The National Gambling Act (1996)

This act paved the way for gambling in SA, way before iGaming enters the picture. It is the act that appoints the National Gambling Board and a licensing framework specifically for land-based betting, including casinos and sports wagering.

The National Gambling Act – Revised (2004)

The reworked version of the National Gambling Act repeals the initial edition and outlines some new definitions. This Act is way more complex and comprehensive than its predecessor and is the source of ambiguity for online gambling in the South African market ever since.

National Gambling Amendment Act (2008)

The National Gambling Amendment Act from July 2008 was meant to legalize the so-called “interactive gambling” in the country which would include online gambling as well, and to make provisions for the regulation of this market. The Amendment Act was actively confronted by the interested parties. This is why the Act hasn't come into power yet.

The National Gambling Amendment Bill (2018)

A controversial document has been entered into discussions in 2018 and is still up for debate to this day. This is The National Gambling Amendment Bill which aimed to legalize and put a clear frame regarding online gambling, responsible gaming, and many other important topics. It was met with serious opposition from members of the parliament who believed online gambling would do more harm than good in South Africa, which is why it is still tabled after numerous goings back and forth.

Remote Gambling Bill (2022)

After two years of drafting and consultations, the Remote Gambling Bill (B11-2024) was finally introduced to South Africa’s parliament by the main opposition party in April 2024.

While the Bill mandates the application, licensing, and administrative fees, along with possible fines for non-compliance or breaches of the Act, the exact financial amounts, including any potential revenue share models between operators and the government or specific fees for licenses and fines, are not defined within the provided text. Such details are likely to be determined and prescribed through subsequent regulations by the responsible Member of the Executive Council or the Minister after the Bill is enacted and comes into operation.

Licensed casinos and casino operators must adhere to strict regulations regarding responsible gambling, including age verification and self-exclusion measures. Once licensed, operators are subject to ongoing monitoring and audits to ensure they continue to meet these and the many other requirements listed in the Bill.

In the past, we’ve outlined Brazil as a sleeping giant and the big news this year is that the giant has awakened. The country's president, Luiz Inacio Lula da Silva, made regulation in Brazil official, ratifying a new regulatory framework for sports betting and iGaming in general.

The very end of 2023 – December 30th – marked a new era in Brazil’s gambling history. Bill 3,626/2023 was signed after Brazil’s chamber of deputies voted on 21 December to endorse it.

The bill presented a rollercoaster for everyone in the iGaming industry, eagerly waiting to see how the chain of events in the sector will unfold. One of the major suspense sources was the fact that iGaming was added back into the bill after previously being removed by the senate.

The New Market Situation in Brazil

The market has already started seeing a surge, which is understandable bearing in mind that up until now the legal activities were made up primarily of lotteries and horse racing. The increase in revenue projected for this year is a whopping 24,1% (Source). It is estimated to reach US$1.97bn by the end of 2024 and US$3.63bn by 2028. This means the Brazilian iGaming market will keep a steady growth rate of 16.51% per year.

As can be expected, Online Casinos will experience the most substantial growth as they are just now becoming legalized: the projected market volume for this segment is US$1.11bn this year. By 2028, however, experts foresee sports betting taking over the leading spot with US$1.71bn, followed by Online Casinos with US$1.61bn. and lotteries with US$0.31bn.

The New Framework in Brazil

The ratified regulations bring along a section regarding taxes on iGaming. According to those, operators will be taxed at 12% of the GGR. Recommendations regarding taxes were submitted by the Economic Affairs Commission in November 2023.

Operators will also have to apply for five-year licenses with up to three brands. They will have to pay around US$6m per such license.

Something else operators will have to do according to the new legal framework is comply with a number of Responsible Gambling guidelines. They should offer customers self-exclusion windows that range from 24 hours to six weeks and verify the identities of players. They should make sure through facial recognition that the bettors are at least 18 years of age. Another key requirement – this time outside of the RG scope – is for the company to have a Brazilian board member who will hold at least 20% of the shares.

Players, on the other hand, will have to pay 15% of their winnings in tax.

Opportunities And Hurdles in Brazil's Sports Betting Landscape

The sports betting sector in Brazil presents numerous prospects for operators, consumers, and stakeholders alike. These encompass:

- A varied and fiercely competitive sports landscape, offering a plethora of local and international events and leagues for betting.

- Abundant room for innovation and distinction, with avenues to introduce fresh products, services, features, and promotional strategies to allure and retain clientele.

- A conducive legal framework, supported by governmental backing and a clear roadmap for regulation and taxation.

- A sizable and expanding demographic of sports enthusiasts and punters, boasting substantial disposable income and widespread internet access.

Nonetheless, there exist several challenges and risks necessitating attention. Among these are:

- Intense competition, marked by both established entities and emerging players striving for market dominance and customer allegiance.

- Heightened social responsibility demands, involving the promotion of responsible gambling, safeguarding vulnerable demographics, and mitigating gambling addiction risks.

- Elevated instances of fraud and malpractice, encompassing risks associated with money laundering, match-fixing, illicit gambling, and cyber breaches

- A convoluted and unpredictable regulatory process, characterized by delays and alterations that could impact the profitability and longevity of operators.

What’s to Come for Brazil’s iGaming Market

While the exciting news is a fact, there are still a few steps left before they come into effect. For example, some of the topics in the Bill will be put to public consultation before they are implemented, so the truly regulated market is expected to be here in the second half of this year.

Aside from the expected revenue growth, for a giant as Brazil the regulations mean numerous other consequences. Some of them are due to the expected surge of foreign operators applying and functioning in this hot jurisdiction.

This, in turn, means more work for the Brazilian courts as it is inevitable for bettors to fight for their rights domestically when they encounter an unethical iGaming business. As the anticipation for these regulations has been rising since 2018, a lot of operators’ business plans include Brazil, and this has already started translating in heightened requests for partnerships and mergers.

Fortunately, this process can be sped up with the help of strong partners like Delasport. As a supplier with GLI 19 and 33 certifications, Delasport is ready to enter Brazil with serious operators who know the importance of having the right certified technology partner.

Sweden has one of the most comprehensive regulatory systems when it comes to iGaming, but if an operator selects the right supplier partner that utilizes technology to enrich the player betting experiences even with the regulatory limitations, it is absolutely worth it.

As a large and dynamic market with high-valued players, it is attractive in the region, but not everyone can succeed there. Why they should try, however, is evident from the paragraphs below, where we have an in-depth look at the current situation, the regulatory framework, advertising rules, and more about the Swedish iGaming Market.

The Swedish iGaming market is growing fast: In 2017 it had €0.52 billion in GGR while the projections for 2024 are for it to reach €1.69 billion (Source). By the end of 2028 forecasts predict a peak of €2.15 billion.

Same goes for the number of players – it has been on the rise for as long as tracking has been conducted. In 2022, for example, the number of gamblers in Sweden saw a significant increase, rising to 72%, compared to the 58% recorded in 2018 (Source).

In terms of taxation, an 18% tax rate applies to gross gaming revenues across all forms of gambling. As a result, the State's gambling revenue reached €720 million in 2021, encompassing contributions from gambling tax, corporation tax, and dividends from Svenska Spel AB - the state-owned company in Sweden that operates in the market. It is responsible for offering various forms of gambling services, including lotteries, sports betting, and casino games.

Online Gambling Legislation in Sweden

Sweden is among the more strictly regulated iGaming markets. The Spelinspektionen, also known as the Swedish Gambling Authority (SGA), has been overseeing the regulation of all gambling activities in the Nordic country since January 2019. The authority is committed to implementing robust measures aimed at sustaining a balanced, fair and transparent gaming market. It places special emphasis on mitigating potential adverse social effects of gambling, such as underaged players and problem gambling.

The Spelinspektionen monitors three distinct categories: online gaming and betting, the state monopoly encompassing live casinos and cash machines, and lottery and bingo. In terms of market share, online casinos held the largest portion, followed by sports betting (including horse betting) and lotteries.

Gambling laws and regulations:

Swedish Gambling Act (2018:1138);

Swedish Gambling Tax Act (2018:1139);

Gambling Ordinance (2018:1467)

Regulations and general advice issued by the Swedish Gambling Authority

Recently some key changes to the Swedish Gambling Act were proposed and scheduled to take effect from April 1, 2024. They aim to strengthen consumer protections further. Operators would be required to obtain advance written approval for telephone-based gaming, and access to customer data related to finance and health would be granted to counteract excessive gambling. The amendments also address violations of the Money Laundering Act, harmonizing penalty fees for operators.

These legislative changes follow the introduction of supplier licenses on July 1 and new enforcement powers for Spelinspektionen. The government has also proposed increasing the gambling tax rate from 18% to 22% of gross gaming revenue in July 2024. Proponents of this proposal argue that the gambling market has been stabilized since the regulation initiative started in 2019. Thus, even with the increased GGR tax, a 90% channelization can be maintained.

To the contrary, the Online Gaming Industry Association (BOS) argues that in line with the results of a specialized survey carried out in Q1 2023 the actual levels of channelization amount to 77% (Swedish gambling industry as a whole), 72% (Swedish iGaming sector), and 84% for betting on sports in particular. An increased GGR tax in combination with stringent legal obligations, which lead to an unwelcoming customer experience, grants the unlicensed operators a competitive edge.

In line with the tax increase proposal and the 90% channelization goal, the Swedish Gambling Authority will deploy a new strategy for tackling illegal gambling operations. It consists of investigating whether online games are targeting Swedish customers, by taking into account among others:

Use of PSPs registered in Sweden or PSPs largely used by Swedish customers;

Accepting Swedish e-Identification for ID verification purposes;

The iGaming operator or its affiliates conducting marketing in Swedish.

Advertising Rules for Gambling in Sweden

In Sweden, all forms of gambling and betting are permitted, along with their advertising, but as everything else - there are strict regulations in place outlined in the Swedish Gambling Act. According to marketing regulations, only games and lotteries licensed in Sweden can be advertised. Betting promotions are supervised by Hallå konsumer, a nationwide information service coordinated by the Swedish Consumer Agency. The primary guideline for gambling advertising is "moderation." Notably, promotions cannot target individuals under 18 or those who have voluntarily excluded themselves from gambling activities or have been identified as problem gamblers.

Prior to advertising a gambling site in Sweden, adherence to government requirements is essential. For sports betting or casino sites with a Swedish license, specific criteria must be met, including:

the use of a .se top-level domain

transactions in Swedish currency

presentation of all information in Swedish

the inclusion of Swedish customer service

When bonus advertising is concerned, a license holder may only offer or provide bonus offers the first time a player participates (welcome bonus) in one of the license holder’s games. Given that a bonus is defined as “a discount or similar financial incentive that is directly linked to the gambling”, the possibilities of promotional activities or rebates are very limited. The Swedish Gambling Authority has issued large fines against operators who have violated the bonus provision. (most notably against LeoVegas and ATG in 2021).

Compliance with self-exclusion services, such as Spelpaus.se, and displaying the regulator Spelinspektionen's logo is mandatory.

As of 2022, there has been a 15% decrease in gambling advertising expenditure in traditional media compared to 2021. Notably, €3.4 billion was allocated in 2022, down from €4 billion.

Online casino advertising (30%) and sports betting (28%) remain prominent. In September 2022, a notable change occurred as the Swedish gambling regulator prohibited the autoplay mode in online slots, aligning with practices in the UK and the Canadian province of Ontario.

Recently, The Culture Committee of Sweden’s Riksdag has rejected a proposal to enforce stricter advertising regulation for higher risk gambling products, arguing that it was an attempt to bring in a tiered system “by the back door” (Source).

The committee's stance was presented in its report on a gambling reform bill designed to minimize harm and enhance channelization.

Originally, the government had contemplated prohibiting "high-risk" gambling advertisements from 6 am to 9 pm.

Yet, in the official version of the law released by the government, it decided against enforcing a ban. Instead, it specified that gambling advertisements should be subject to "modified moderation."

Preferences of Swedish Online Gamblers

The habits of Swedish online bettors were summarized by a report last year (July 2023), based on a survey by Swedish Gambling Authority (Spelinspektionen). The results are rather intriguing:

14% engage in online gambling at least once a week.

31% participate in online gambling at least once a quarter.

50% of players stick to only one type of online game.

Men are almost twice as likely (42%) to gamble online compared to women.

The robust economy and elevated disposable income levels in Sweden have also contributed significantly to the expansion of the online gambling market. Increased disposable income prompts individuals to participate in leisure activities, including iGaming. Furthermore, the cultural acceptance of gambling in Sweden as a form of entertainment further propels market growth.

Take a look at our other iGaming market reports

Popular Games and Sports to Bet on in Sweden

The same survey, but in 2018, revealed more relevant information regarding the preferences of Swedish bettors. Their favorites among casino games and sports are rather clear:

Lotteries and number games are the most prevalent forms of online gambling: 60% have participated in lotteries or number games.

Horse racing and other sports betting share second place at 36% each. Taking Casino and Sports iGaming revenues, betting on Sports accounted for 49% of the total GGY.

20% have played casino games such as slot machines.

11% participate in bingo, while 7% prefer poker.

In recent years, eSports are also on the rise in Sweden. According to the Computer Sports Federation, the Swedes lead the industry on a par with China, the USA, Germany, and the UK. These indicators make this niche a must-have for a sportsbook In the Nordic country.

Ways To Operate Successfully in Sweden Even with the Regulatory Limitations

With the harsh regulatory requirements that allow only a Welcome bonus and the fact that mostly all licensed operators in the market have the same content or access to the same content, to succeed in Sweden an operator must have a strong platform, casino, and sportsbook supplier. Such a supplier should offer unique features that elevate the betting experience and help acquire and retain players. At Delasport we are focusing on harnessing the insights gained from betting activities to produces dozens of features:

My Sportsbook tailors the home screen for sports bettors after they go through a wizard-like menu, giving them the power to see only what they want to see, right from the get-go.

My Event Builder takes personalization even further by giving players the ability to create their own custom events – for instance, a major global team vs a local one, and how they fare in their respective matches.

Meta Jackpot allows a cross-provider accumulation of big and small winnings with all the settings available for the Operator to control. It can be applied to ANY casino game and is displayed even during play through the proprietary Booster panel.

If Bet is a novel and creative feature that allows bettors to link several selections with a single wager, essentially automating up to 7 consecutive bets.

Toto-Pot (Coming soon) - An innovative sports betting feature that spices up the player experience by allowing the option to win a healthy jackpot. It is fully localized, customized according to the operator’s branding, has a network and local mode, and applies to all sports.

These are just a few examples of the variety of functionalities Delasport keeps developing and introducing to help operators stand out in their markets.

The Future of Gambling in Sweden

Licensed Operators will be able to take a bigger market share if they present the right products and services to players. The bonusing limitation presents a real challenge that all licensed operators are facing. However, the greater the challenge, the larger the potential for the operator to stand out. If the operator makes it a point to differentiate through a higher overall betting experience, success is guaranteed. It is not clear what the iGaming future holds as changes keep coming, e.g. the recent license regime of last July (2023). What is known is that the Swedish market is still growing GGY-wise as more players are joining, so it should be a target market for any serious operator.

In Conclusion

As Sweden navigates the intricate landscape of its gambling industry, regulatory decisions play a pivotal role in shaping its future. The rejection of stricter advertising rules, proposed amendments to the Gambling Act, and ongoing discussions about tax increases underscore the delicate balance between fostering a competitive market and ensuring consumer protection.

The Estonian iGaming market presents a promising environment for operators and suppliers as one of the most recent and well-known gambling landscapes in the EU. As a result of reasonable legislation, low taxes, lengthy licences, and other benefits, the Estonian iGaming industry has experienced consistent growth both offline and online.

In our Estonia iGaming market report, we look at the setting in Estonia, what the rules are, who is playing, and what tomorrow may bring to one of the EU’s most promising betting landscapes.

Current gambling market in Estonia

Estonia has long been known to be a preferred location for iGaming operators because of strong infrastructure elements, including a progressive legal framework, political stability, top-notch telecommunications, and a firmly developed financial services sector. As a result, many gambling websites operate out of Estonia, spanning across Sports, Casino, bingo, and more.

Recent studies estimate that 70% of Estonians have participated in betting for real money in their lives, with nearly half of the population of gambling age having paid for gambling in one way or another over the past two years. About 40% of adults have gambled offline, compared to about 30% of adults who have gambled online. Although as more operators enter the country and technology continues to evolve, the dominant and preferred way to go is on an online betting platform.

Online gambling legislation in Estonia

Estonia is a former Soviet Union republic and therefore has a brief gaming history as the USSR outlawed all forms of gambling. However, today paints a completely different picture.

There are two pieces of legislation that regulate all gambling in Estonia, making up the regulatory, taxation, and legal framework for all types of online betting.

The Lottery Act of 1994 and Gaming Act of 1995

After Estonia gained independence and made gambling legal, these two laws were the first gambling regulations to be enacted in the nation. A state lottery, which was a monopoly, was established under the Lottery Act, and the Gaming Act of 1995 was passed to make all offline gambling in Estonia legal, including betting shops.

The Gambling Act

This law, which was passed in 2009 and went into force in 2010, dealt with online gambling in Estonia. The Gambling Act of 2009 was the first law in Estonia to address internet gambling, whereas earlier legislation (The Gambling Act of 1995 and the Lottery Act of 1994) concentrated on offline gambling. The requirement for a gaming license was established by this Act and is still in effect today. The law also specifies which types of online gaming are permitted.

The Gaming Act formerly mandated that all servers be situated in Estonia, but that provision was removed in 2012 after the Act underwent modification. Operators are permitted to conduct business in Estonia under this amendment, provided that their servers are situated in a country or territory with a valid license. Additionally, the nation where the server is located must liaise with the Estonian Tax and Customs Board.

Don’t miss the opportunity to read our market report about Online Gambling in California!

Advertising rules for gambling in Estonia

The 2008 Advertising Act, which put a complete ban on advertisements for casinos and sports betting, governs the promotion of gambling services and goods in Estonia. The only area of gambling that is exempt from the ban is the lottery.

The document only permits the promotion of gambling games in the following circumstances:

On the premises of the gambling venues (such as hotels)

Messaging over email, phone, or the post if the individual is subscribed and can cancel that subscription at any time of their choosing

Sponsorship announcements in form of outdoor advertising

On board international ships/planes and in airports

On official operator websites

Preferences of Estonian gamblers

As touched on earlier, a study of the Estonian gambling market was undertaken by statistics firm, Kantar Emor in 2019, showing that 70% of the population had gambled at some point in their lives.

According to the data, men between the ages of 30 and 39 make up most gamblers in Estonia. The offline gambling market is dominated by men from rural areas, especially those aged 40 to 49.

Back in 2019, there was a more pronounced preference for land-based gambling over online games, but following the pandemic, the difference has been narrowing rapidly. The study also showed that people living in rural areas are more likely to participate in lottery drawings and other offline games of chance, while urban residents choose poker and casinos.

In Estonia, both online and off, the lottery is the most popular game of chance. Over the last few years, 36% of Estonians participated offline and 25% online in lottery raffles. In terms of other games, the study highlights that 7% of the population plays slot machines, 6% bet on sports, 5% play casino games, and 11% play other general games.

Popular sports to bet on in Estonia

As Estonia is a European country, it stands to reason that football tops the list of sports bettors’ preferences. As well as international competitions, the English Premier League is highly popular.

Other top football tournaments and leagues that Estonians bet on include La Liga, Major League Soccer, Bundesliga, Serie A, French League One, etc. Then there are the domestic competitions including Meistriliiga, II liiga, III liiga, IV liiga; Naiste Meistriliiga, Naiste Esiliiga, Naiste II liiga, the Estonian Cup, Estonian SuperCup, and the Estonian Small Cup.

Basketball is a popular sport in Estonia, where the Korvpalli Meistriliiga is the national championship. However, Estonians also wager on basketball events held in other nations, such as the NBA. Other popular sports include horse racing, ice hockey, Volleyball, tennis, rugby, and Esports.

The future of gambling in Estonia

The current system looks to be beneficial to operators, regulators, and gamblers alike, and there doesn't seem to be much appetite for a significant change in Estonia's betting laws. Additionally, to attract more foreign operators to apply for licenses, the Estonian government may decide to reduce licensing prices in the future.

As the general legislation seems to be in a stable place, responsible gaming is coming into focus. There have been suggested changes with a player protection and safety focus, such as a nationwide self-exclusion list. To position themselves as proponents of responsible gambling, many operators will think about incorporating them.

With such a stable industry landscape, Estonia remains as one of Europe’s safest bets for suppliers and operators, and when it comes to online betting, the sky is the limit.

The post Estonia iGaming market report: A safe bet first appeared on Delasport.
